The city of Shanghai in China is in the process of creating a pilot zone for “Silk Road” e-commerce, incorporating a digital technology application center and an international board for data trading. The objective of this initiative is to improve trade connectivity, streamline cross-border e-commerce, and advance digital trade. Shanghai has outlined a plan detailing the goals to be achieved by the year 2025. 
The strategy involves assembling globally competitive e-commerce entities, creating regionally unique carriers, and developing public service platforms. Establishing the pilot zone is viewed as a pivotal measure in constructing an open economy and fostering Shanghai’s international collaboration within the Belt and Road Initiative.
The proposal also suggests setting up a system for data trading registration services and an international board for data trading. It underscores the significance of technologies such as cloud computing, blockchain, big data, the Internet of Things, and digital twinning. Measures include forming an international think tank alliance, investigating the application of digital technologies, and refining the overall service system through pilot initiatives such as establishing cross-border e-commerce service platforms and overseas investment service platforms.
The city has already achieved notable advancements in e-commerce through national and municipal-level demonstration bases and cross-border e-commerce demonstration zones. Additionally, it has exhibited prowess in logistics services and cross-border payment and settlement.
